Health Crisis and Budget Formula in Odisha

The health services at Odisha were very devastated. There is lack of hospitals and doctors in every rural areas of this state. This issue is not today’s but it is since a decade. In every year, health department is pertaining about this at secretariat and assembly. However, the state Govt. is shunning this by saying an issue or regrettable by Central Govt. Odisha govt. is always complaining the negligence of central. However, if we focus over the health projects, it will be clearly utter the truthful fact.


In every year, March 31 as per the approval, Govt. will proceed and perform their projects for that year. As per their proposal and requirements by various departments, state and central programs will endorse respectively. However, If we encounter the health projects in Odisha, it is a speculate matter that without any discussion, meeting, planning and evaluation, the budget got prepared. Otherwise, instead of developing the health status in Odisha, it is falling day by day. This is because; private service centers arrived at nearly every block in Odisha, however, due to the negligence by famous leaders and ministers towards Govt. health centers and promoting private health centers. Moreover, those who are dependable on Govt. health centers could not raise their voice at assembly, due to lack of prospect and support. Not only this, Govt. also not aware of what kind of problem they are facing until it creates a big crisis or dilemma by media. At last, everything goes under the desk without any proper action.

The biggest matter is, whenever Govt. is preparing and projecting any budget, are not computing properly how it could be organized, implemented and people will benefited sufficiently or not? Due to this, there are many projects are pending under construction without any further application. Mostly funds are miss-utilized without planning and monitoring. In addition, it is a great subject of contemplation that state Govt. could not outlay the provided fund by central Govt. If we look after the National Rural Health Mission (NRHM) project in Odisha, the matter will clearly comprehend.

National Rural Health Mission (NRHM) is operating this project since 2005 in all over the country. In last five year, total 1,340,56,70,000 rupees supported by NRHM to Odisha Govt. State Govt. projecting this fund in nine different programs, such as pulse polio, blindness, TB, leprosy etc. but Govt. is failing to complete the projects and implementing the fund properly, if we look after the status.

Central Govt. declared in the health minister's forum that, National Rural Health Mission is not properly organized in any state. However, in Odisha where the health factor totally diminished, could not spend the funded money, is a matter of regret for us. Apart from this, if we go through in detail about the expenditure, then it will be reveal that NRHM not covered every part of each village in this state. For this, a health map should be prepared in district wise, which should be reach and implement in a stipulated time to the particular place and people. Health department should not run fast by creating useless programs, but should create people oriented and future leaning projects.

Recently, National Human Rights Commission was strictly reacted over Odisha health status. NHRC commented clearly about the projects of from KBK districts to coastal areas. NHRC strictly addressed about the doctors who regularly taking leaves saying different causes, must notice immediately and terminated as soon as possible. In addition, the positions and places should be filled immediately without any delaying by the state admin.

As per Odisha Medical Service Association (OMSA), there must be a doctor in every 3,500-population area. According to this, there is total requirement of 12,000 doctors in Orissa. However, only 2,300 doctors have been appointed all over the state. Apart from this, more thousand doctors are involved in their private clinics and hospitals. In this condition, it is most difficult and speculates for Govt. to serve their people.

In Odisha, every year 300 doctors are being qualified. However, Govt. should find out where and why they are moving in search of better prospect or further education or any other cause. Accordingly, Govt. should prioritize and focus on nursing home and clinical facilities with supplying satisfactory work force. Otherwise, private clinics and doctors will dominate the state with their power by horribly blood sucking the patients. Govt. must plan regular migration, promotion, and DPC for the doctors, which would be more beneficial for doctors and for future of Odisha health aspects.

  • Rising cases of AIDS, Diabetes, Cancer, Heart & Kidney diseases
  • Lack of Nutrition and control over diarrhea

  • Lack of doctors in rural and tribal areas
  • Deficiency of ultra-modern technologies in every Govt. hospital
  • Failure in creating awareness among people
  • Shortage of pure drinking water
  • Unavailability of communication to every village
  • Lack of knowledge and training among operators and nurses


Vital questions for Health Minister of Orissa


  1. What is health act by Odisha Govt.?
  2. Doctors have been employed in every sector of state; it may be district head or any admin head. However, for how many time they are been trained and educated rightly.
  3. What is the problem of implementing biometric attendance system for doctors?
  4. How much ministers and people aware of the annual budget provided by NRHM and AIDs cells?
  5. Is the list prepared for number of requirements on medical buildings, doctors, nurses, workers, quarters and pathology, labor room, essential medicines, etc. in the state?
  6. Transfer of doctors and cancellation of transfers, occurs how many times?
  7. Doctors transfer as per the ministers praise or govt. and doctors request basis.
  8. Daily online updating up to CDMO office, completed or not?
  9. How many times health ministers, directors, secretaries visited or invigilated health centers without any information, a year?
  10. Is there any VISION prepared or documented by the department for 2015-Odisha Health Program?
