Kalinga forest is burning since last 5 days. Who is responsible for this?

The forest range at Kalinga, which falls on the border of Kandhamal and Ganjam district is burning since last five days; however the forest officers and/or department of both district (region) are not serious about the issue due the border-area discrepancies. In this five day, the fire covered nearly more than 10 km of distance; due to which many small plants, medicinal herbs and trees and monkeys live become dangerous. As per judicial or law cutting and selling trees are crime; though it destroy our environment. The forest range officer's duty is to protect our forest and its resources. Now my question is, who is responsible for such a criminal activity? Please comment.
