As per the survey report Odisha is at first position in 'Administrative Reforms', whereas, last in 'Public Health System'. Regarding Administrative reforms, Bihar is at 2nd, followed by Gujarat (3rd), Tripura (4th) and Punjab (5th). It is really matter of proud that due to Naveen Patnaik's clean or dirt-free strategy, Odisha's administrative system has become an illustration for others. As per the other rating scores, Odisha is at good except Public Health system, Public Distribution service and Investment in the state. Odisha got an average score of 64, being good at Communal Harmony, E-Governance, Environmental Awareness, Girl Child Education, Industrialization, and Law & Order.
