Why all are not allowed to "Jagannath Temple"?

Jagannath, the name itself says he is for all. But why all are not allowed to the Jagannath Temple in Puri. Even everybody says that Jagannath Temple is the place where we won't follow any caste and feel all are equal but it is unfortunate that still different caste people are not allowed to visit the Jagannath temple. Yesterday few ISCON members are not allowed to visit the temple. It was very unfortunate situation. The time is changed, we have to change with the time. As we pray our Jagannath, let allow all to follow him. This will allow the Jagannath Sanskruti to grow and develop.
Don't you believe we should allow all to visit and pray our God Jagannath? What is the wrong if somebody want to worship our God?

I can't comment on the reasons of following such customs, but I personally think if they would have allowed the entry of other caste people too, It would have been better for bot the temple and devotees of Lord Jagannath.
